Application

This unit of competency describes the skills and knowledge to interpret complex technical briefs, determine project methodologies and resource requirements, establish project plans, manage projects to successful conclusions and evaluate project outcomes.

This unit applies to senior technical officers and laboratory supervisors working in all industry sectors.

No licensing or certification requirements exist at the time of publication. However, regulations and/or external accreditation requirements for laboratory operations exist, so local requirements should be checked. Relevant legislation, industry standards and codes of practice within Australia must also be applied.

Interpret brief and design feasible project plan

Interpret and confirm project objectives, deliverables, constraints and principal work activities

Determine resource requirements, including personnel, equipment and materials, and access to operational systems

Develop a detailed implementation plan for the project outlining methodology, milestones and budget

Identify roles, responsibilities and required capabilities of project team members

Analyse project plan and principal work activities to ensure compliance with relevant standards

Develop risk management strategies and risk management plans to ensure successful and timely outcomes

Secure project approval

Establish and implement approved project plan

Secure team members and brief them about the project and allocate roles and responsibilities, balancing job roles and skills development opportunities

Performance Evidence

There must be evidence the candidate has completed the tasks outlined in the elements and performance criteria of this unit, and:

  • effectively managed at least 1 complex project to achieve objectives outlined in project plan, on time and within budget constraints.

Knowledge Evidence

There must be evidence the candidate has knowledge of:

  • how the project fits in with the laboratory's business goals and key performance indicators (KPIs)
  • principles of project planning and management
  • techniques for monitoring timelines, expenditure and team performance
  • techniques for achieving effective communication and cooperation
  • techniques for troubleshooting, problem solving and conflict resolution
  • techniques for evaluation and continuous improvements
  • reporting requirements
  • types of complex projects that occur in a laboratory:
  • development or modification of products and services
  • acquisition and commissioning of new equipment or laboratory facilities
  • appraisal of supplies
  • development of applications for customers
  • validation of analytical methods and/or equipment
  • quality improvement or corrective action teams
  • restructuring of laboratory services
  • reclassification of staff and staffing levels
  • legal, ethical and work health and safety (WHS) requirements specific to the work task.

Assessment Conditions

Skills must have been demonstrated in the workplace or in a simulated environment that reflects workplace conditions and contingencies. The following conditions must be met for this unit:

  • use of suitable facilities, equipment and resources, including:
  • project management processes and procedures typically used by the workplace
  • sample business plans, project plans, budgets, reports and project management charts (e.g. GANTT)
  • modelling of industry operating conditions, including:
  • interactions with laboratory work team.


Assessors must satisfy the NVR/AQTF mandatory competency requirements for assessors.
