Application

This unit of competency describes the skills and knowledge required to apply jurisdictional bushfire regulatory requirements to assess strategic planning proposals and prepare a report for inclusion with the planning application.

The unit applies to individuals who are paraprofessional workers and have technical and theoretical knowledge of bushfire impact on property developments. They demonstrate autonomy, judgement and responsibility in a range of contexts within broad but established parameters. They possess communication and analytical skills to determine and transmit solutions to complex problems to others.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Performance Evidence

To demonstrate competency, a candidate must meet the elements and performance criteria of this unit by:

Assessing at least one (1) strategic planning proposal for compliance with bushfire regulatory requirements for a bushfire prone area, including one (1) of the following:

  • a proposal for a minimum of 50 lots in a peri urban setting
  • a parcel of land of at least 10 hectares
  • a structure plan.

There must be evidence that the candidate has met the elements and performance criteria of the unit by:

  • discussing with client and interpreting plans and maps for a strategic planning proposal
  • interpreting strategic planning proposal process and jurisdictional bushfire regulatory requirements
  • conducting site visits to verify the complexity and bushfire risk of site for strategic planning proposal
  • identifying bushfire regulatory requirements governing strategic planning proposals in bushfire prone areas
  • assessing supplementary consultant reports for impact on bushfire mitigation measures for strategic planning proposal
  • reconciling strategic planning proposal outcomes with bushfire regulatory requirements and supplementary reports
  • identifying and recommending options for compliance with bushfire regulatory requirements
  • producing a report for application which must include:
  • recommendations for compliance with bushfire regulatory requirements
  • preparation of a bushfire assessment, a bushfire hazard level map and Bushfire Assessment Level (BAL) contour map specific to the strategic planning proposal and jurisdictional legislative requirement
  • plan for bushfire management to accompany strategic planning proposal according to jurisdictional legislation
  • other matters specified by jurisdictional legislation for bushfire resilience.

Knowledge Evidence

To be competent in this unit, a candidate must demonstrate knowledge of:

  • bushfire regulatory requirements for strategic planning proposals in bushfire prone areas, including:
  • federal, state/territory and local planning policies and processes
  • legislation and regulations governing strategic planning proposals
  • compliance of strategic planning proposals with jurisdictional bushfire regulatory requirements
  • considerations for strategic planning, including:
  • existing infrastructures, including road network and capacity to support evacuation, telecommunications and water supply
  • existing/neighbouring development
  • fire mitigation and fire prevention strategies applicable to surrounding area
  • landscape fire behaviour potential
  • impact of proposed development on potential risk to the community/occupants
  • emergency response arrangements, including:
  • shelter in place options and community refuges
  • evacuation options
  • communication skills for consulting with clients and consultants
  • interpretation of supplementary consultant reports, legislation and impact on bushfire mitigation, including:
  • urban water management
  • conservation and environment
  • utilities and services
  • cultural and heritage
  • map making and graphical representation of bushfire risk, including:
  • geographic information systems (GIS)
  • computer-aided drawing (CAD)
  • map making
  • principles of report writing.

Assessment Conditions

Assessors must satisfy the requirements for assessors contained in the Standards for Registered Training Organisations.

Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting where these skills and knowledge would be performed.

Candidates must have access to:

  • strategic planning proposal
  • legislation, regulations, construction codes and standards for building in bushfire prone areas
  • bushfire assessments and plans for managing bushfire for strategic planning proposal
  • supplementary consultant reports affecting strategic planning proposal
  • resources for preparing formal reports and maps
  • regional GIS system and data.
