Application

This unit specifies the skills and knowledge required to conduct an assessment and determine the suitability of a proposed building design for a bushfire prone area, and to provide recommendations consistent with the Bushfire Attack Level (BAL) rating for the proposed site.

The unit applies to individuals who are paraprofessional workers and have technical and theoretical knowledge of bushfire impact on property development. They demonstrate autonomy, judgement and responsibility in a range of contexts within broad but established parameters. They possess communication and analytical skills to determine and transmit solutions to complex problems.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Prepare resources required to gather site data.

Access and review maps and plans and locate site for building design.

Access site and identify planned location of building design from plans.

Obtain and verify BAL for site and planned building location.

Access and review jurisdictional plans for bushfire management for site location.

Review, legislation, codes of practice and standards relative to construction in bushfire prone areas.

Assess building design for compliance with legislation, regulations and standards for bushfire prone areas.

Investigate building design features from plans and specifications.

Reconcile the building design requirements against jurisdictional plans for bushfire management, regulatory requirements and standards for BAL of site.

Assess compliance of building design against specific BAL rating and standards and jurisdictional plans for bushfire management for site.

Identify and record non-compliance of design.

Report findings of assessment to client.

Collate assessments from plans and specification.

Develop recommendations for changes to building design and features.

Prepare a report outlining assessments and recommendations.

Performance Evidence

To demonstrate competency, a candidate must meet the elements and performance criteria of this unit by:

Providing advice for at least two (2) proposed building designs, each with different Bushfire Attack Level (BAL) ratings, according to regulations, codes and standards for construction of buildings in bushfire prone areas, including:

  • interpreting plans and specifications and applying regulatory framework to assessment of building designs in bushfire prone areas for the specific BAL rating
  • identifying non-compliance and developing recommendations
  • preparing a report for client which must document:
  • summary of building design features subject to bushfire regulations
  • identified non-compliance according to standards
  • recommendations for rectification.

Knowledge Evidence

To be competent in this unit, a candidate must demonstrate knowledge of:

  • interpreting plans, specifications and applying regulatory framework to assessment of building designs for the specific BAL rating
  • National Construction Code (NCC) and regulatory frameworks relevant to bushfire prone areas
  • current legislation and Australian Standards relevant to building in bushfire prone areas
  • building design and features and consequences for bushfire risk
  • report writing components and procedures
  • principles of communication for dealing with clients and stakeholders
  • workplace procedures.

Assessment Conditions

Assessors must satisfy the requirements for assessors contained in the Standards for Registered Training Organisations.

Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting where these skills and knowledge would be performed.

Candidates must have access to:

  • plans, designs and specifications for building in a bushfire prone area
  • site-specific BAL for building design
  • legislation, regulations, codes and standards relevant to building construction in a bushfire prone area
  • computer and resources for preparation of reports and recommendations
  • client.
